Described ongoing mistreatment and chaotic conditions at the women's shelter during renovation, saying residents are being pushed out on flimsy excuses and seniors with mobility issues avoid staying inside.

Lou warned that staff at the Payne Avenue shelter are telling residents the service will end in May, and said the county's funding shortfalls are degrading facilities and staffing — asking council to think twice about funding.
